Mineral vs Chemical, Two Principles of UV Protection
Sunscreens are broadly divided into mineral (physical) and chemical types. Mineral sunscreens use two ingredients: zinc oxide and titanium dioxide. These are the only two UV filter ingredients classified as GRASE (Generally Recognized as Safe and Effective) by the FDA.
Mineral filters work by forming a physical film on the skin surface that reflects and scatters UV rays. Chemical filters (avobenzone, oxybenzone, octinoxate, etc.) absorb UV and convert it into heat energy. Each has pros and cons: mineral filters work immediately upon application and have lower irritation potential but may leave a white cast, while chemical filters have lighter textures but take approximately 15-30 minutes after application to become effective.
Recently, 'hybrid systems' combining both approaches have gained attention. By using mineral and chemical filters together with antioxidants and anti-pollution ingredients, comprehensive photoprotection formulas that defend against not only UV but also blue light (HEV) have emerged.
Regulatory Changes and the Rise of Reef-Safe Formulas
The sunscreen industry has been transformed by environmental regulation and reform of new ingredient approval processes. In November 2025, the US passed the 'SAFE Sunscreen Standards Act,' streamlining the review process for new sunscreen ingredients. This legislation opened the door for innovative filter ingredients already used in Europe and Asia but not yet approved in the US.
Environmentally, the banning of oxybenzone and octinoxate in Hawaii, Palau, and the US Virgin Islands was decisive. As research accumulated showing these ingredients contribute to coral reef bleaching, 'reef-safe' formulas became the dominant trend. Reef-safe sunscreens primarily use mineral ingredients like zinc oxide and titanium dioxide as their base and adopt biodegradable formulas.
Additionally, the 'skinification' trend has driven a clear evolution of sunscreens beyond simple protection into 'hybrid skincare-sunscreens' incorporating active skincare ingredients such as niacinamide, ceramides, and vitamins C and E. Advances in micronised zinc oxide technology have also significantly reduced white cast issues, enabling a natural finish on all skin tones.
